Is this a fan coil/4 pipe system?
I'd replace the fuse holder to accept a standard 3A blade fuse.
Might have a limit switch tripped, fuse blown, or other issue in the furnace.

You should be able to do this w/o relays. Each zone should have a "hot" terminal that hooks to 24v, and a W for the heat call. There should be a C terminal on the board to get common.

With very cold (under 10f) temps the delivered COP may not be very good, especially if ductwork is in unconditioned space. You must also account for defrost cycles.

Nest is a poor choice for those with heat pumps. Staging doesn't work correctly. It's a known issue on Nest.
