Is C common present in White-Rodgers model 50A51-495?

I am looking to upgrade my thermostat to a wifi model and would greatly appreciate some help determining if I have the "C" connection needed to power the thermostat. Attached is a picture of the wires at the thermostat. There is a blue wire at the thermostat, however, it is not connected to anything. Also attached is a picture of the White-Rodgers model 50A51-495 and the wires attached to it. The blue wire is not connected to anything. Any input on whether I have a C connection and how to connect it would be much appreciated.

Also, any idea why there are two sets of red and white wires when only one set is coming out of the wall at the thermostat?

The B terminal on the White-Rodgers model 50A51-495 is the common terminal.

The three conductor thermostat wire connected to the White-Rodgers model 50A51-495 that has the red connected to the Y terminal and the white wire connected to the B terminal is for the outdoor unit.
